The development of modern survey, navigation, diving and remotely operated vehicle technologies contributed to the maritime archaeology exploration protection shipwrecks by official authorities countries but also accessibility underwater world private persons enterprises. regime 1982 UNCLOS III has been proved absolutely counterproductive for cultural objects. 2001 UNESCO Convention is an improvement, being though a compromise – as every international instrument. It states, that “the heritage through in situ preservation shall be considered first option”. Its opponents, though, argue it does not give speedy response would needed order put obstacles industry treasure hunters”. Various have enacted laws on heritage. Obviously, differences legal mentalities are reflected those national laws. Undoubtedly, problems much more difficult resolve, areas disputed between various littoral States. Famous cases show agreements States can play crucial role resolving complicated situations. In any case, should always target.
